Larger Direct Loans

The program also lists partner organizations that provide direct loans at or above $25,000. Current partners include Business Development Company of Rhode Island, SEED Corporation and Community Investment Corporation.

This is materially different from a grant or a generic referral list. The participating organizations lend money directly and underwrite repayment. Rhode Island Commerce states that the program focuses particularly on women- and minority-owned businesses and enterprises in underserved communities, but eligibility and approval still depend on the specific lender and transaction.

Direct assistance still means repayable debt. Mission-oriented and state-supported lending can expand access, but it does not remove credit analysis, documentation, cash-flow review or the obligation to repay.
