The State Participates Behind the Lender Instead of Handing the Business a Grant

Indiana’s current Legend Fund is a loan-participation program under the State Small Business Credit Initiative. IEDC says participating mission-driven lenders can make loans from $5,000 to $1,000,000 for small-business operating-capital needs, and the state can purchase a portion of an eligible loan from the lender.

The distinction matters. A Griffith business still borrows from and repays the participating lender.
