Empire State Development currently publishes Main Street Capital loans of $100,000 or less through Pursuit for qualifying startups and early-stage businesses operating fewer than four years. Eligible uses include startup costs, working capital, franchise fees, equipment, machinery and inventory.

The program also has an unusual payment structure: the first year requires interest-only payments, with the possibility of another interest-only year after Pursuit reviews the borrower’s cash flow and projections. That can reduce early principal pressure, but it does not eliminate interest or underwriting.

Current published terms: ESD currently lists a fixed 9.90% APR and a maximum six-year term for Main Street Capital. Rates and terms can change, so borrowers should verify them at application.

The City of Albany directs businesses seeking economic-development financing to Capitalize Albany Corporation and the Albany Industrial Development Agency/Capital Resource Corporation. Capitalize Albany’s current Real Estate Loan Program is especially relevant to qualifying property rehabilitation, construction, tenant fit-up and fixed-asset projects.

Current program materials say Capitalize Albany can take a subordinated collateral position behind a private lender, with loans not exceeding 40% of total project cost.
