The rate remains the participating lender’s standard rate, so CAP is not primarily an interest-rate subsidy. Its value is helping a lender take an eligible credit that may otherwise be difficult because collateral is limited or the financing need is more flexible.

CAP supports the lender’s risk position. It does not give the borrower cash outside the loan and does not eliminate repayment, underwriting or lender approval.
